   Are charter schools  public  or private?
 
Charter schools are designed to be
            an integral part of  the
                     state public-education systems
    -  but they are run by private boards
    -  and  their operations are exempt  from
         many of the regulations  that are
           applicable to  traditional public schools
>  Supporters of Charter Schools say
         they are unquestionably public,  since :
          -  they are funded by the state
          -  do not charge tuition
          -  and  are open to all
>  Critics of charter schools
                accuse charter schools of
                             privatizing public education
