"Extraordinary rendition"  is :
The transfer of a detainee,
            to a foreign government
    for purposes of  detention  & interrogation
     -  without going through any legal process
 
Under the U.S. government's
    extraordinary rendition program :
  CIA captured terrorism suspects in Europe
        and  sent them for interrogation
                 to countries that permitted torture
 
This was done under Pres. Bill Clinton,
  then more aggressively under Pres. Bush,
         after the Sept. 11, 2001  terrorist attacks
 Obama admin. continued the program,
    but the prisoners were  not to be tortured
